RSS is a new way of surfing the web (well, it's been around for a while, but still relatively obscure).
With RSS you don't have to seek out the content, the content simply comes to you. It allows you to subscribe to a content of a specific blog or news site, and your RSS reader will automatically update with the latest content from your subscription.
So it is very much like having the newspaper delivered, but now to your browser, and you can mix and match the content you want to stay informed about.
Chances are that you already have an RSS reader. Users of Internet Explorer, Firefox, Flock or many other browsers can simply subscribe within their browsers. Outlook 2007 users can subscribe via their email clients.
A very robust RSS reader is Google Reader.
